Can mark yale use agenda counter on agenda that was turntabled with a counter on it?

An opponent turntabled my hostile takeover (with a counter on it from Titan) prior to me having Mark Yale out on the board. Can I use Mark Yale to spend that agenda counter for $$? It says "Any agenda counter".
