Can I use The peaceful way to pay for chi disrupter's reversal after I block with chi disrupter?

Short answer - No.

Long answer - Both R's trigger at the same window. You have to play and resolve one R before moving on to the other.

Chi requires you to play it as a reversal, and Peaceful's window is the block, not playing the Chi.

Peaceful's R requires you to play a card. Chi's Response is to when blocking, so you can't respond with it when you're attempting to play a card under peaceful.
