My question is:

Can I play in i.e. english (or french) tournaments with german cards?

If not, can I play with english cards in german (or french) tournaments?

I'm just asking, because in Germany the english chapter packs cost almost double the price the german ones do.

Normally I prefer the original versions... but half price is tempting

While I do not know the official answer, there should be no way that you could be denied participation with official cards. It would perhaps be easier for you to purchase cards with translations in the language native to your meta, especially if you are all still learning. But in the end, if rules disputes arise, they can always be referenced online. If you feel as you need to purchase the other language cards and are comfortable with it for a lower price, you should do so.
