I must be missing something, but why are the Asset cards grouped into As, Bs, and Cs? Thanks!

Two reasons: first of all in this way tokens can have an alphanumeric ID code, which helps finding what you need. And then probably expansions introducing new assets will have a new subdeck of 20 cards to swap with one of the core set: in this way the internal balance of the whole city deck is preserved
