Why is Tide of Iron for sale in the 2015 Holiday Sale??

I thought TOI was now a 1A company property? How did FFG get it back to be able to sell it???

They are probably just selling off their remaining inventory, just like with Dust and Wings of War. Their license agreements probably let them sell leftover inventory, even if they are no longer making or promoting the game.
