There is no "Summer" or "Winter" in 2nd Edition. At this point, any way.

The primary way to make it Summer is with the neutral House card attachment, "Black Raven." There are very few House-specific cards that make it Summer or Winter.

All I'm seeing in-house for Targ is Crown of Meereen. Crown of Azor Ahai will do it, but there's probably no way you'd play that before you play Black Raven.
