Probably that question was answered a long ago, and probably the answer can be obvious, but it's causing quite a stir here on my group.

Diana Stanley's passive ability says "Reduce the Horror of Monsters you encounter to 1". TO 1 . Not something like "until a minimum of 1". Suppose I encounter the Witch Monster, which have 0 Horror. Diana's ability will change the Horror, making it 1? Or it simply not work, since Witch's Horror is already below 1?

Well, in that case "until a minimum of 1" effects should also cause a stir. It's a minimum , isn't it? If you encounter a monster with 0 horror, then tough luck - you can't go lower than minimum, can you?
