Who reads the cards?

Ok, so a friend of mine and I are having a silly dispute about reading the cards. The question is, when you read any cards (encounter, item, condition, etc.), do you the cardholder read it or does someone else read it? Because I definitely feel as if it's the person who gets the card that reads it, not his/her buddy.

I believe officially it is the person that encounters the card. I know in Arkham Horror, officially, it is the person who is first player (because first player always passes clockwise). I think they decided that it was whoever encounters the card for EH simply because you are able to pass first player to whichever investigator you choose at the end of the round. If it always went to first player, someone may be left out simply due to chance.

NOTE: Obviously since it's a Co-op, after a card hits the table anyone is permitted to read it. And I realize that this is a stickler question, but the official rules don't much matter here. You should devise a way to read the cards that will not ruin the fun of any player.

Our group always just has one person read the card decks that are in front of them. Doing so leads to a much more streamlined game as we don't have to pass cards all over the table. Plus we have our own styles of reading, and try to give specific people the decks that match their reading.

I read the cards since I am a good storyteller and tend to weave a bit more extra story into it to much of my players' enjoyment. Might make our games longer but more memorable.

We mostly (90% of the time) have a different person read the card. Usually the person to the right. This allows us to pause at decision making points and the person has to decide without foreknowledge of the result. We find that adds a lot of spice to the game. Admittedly we sometimes fudge it and the person reading it will give a hint.

Looks like rules page 9 says the investigator draws and resolves the card for encounters, and page 10 says lead investigator for Mythos.

Almost every game I have played, "another" person reads the card for story effect. The investigator has the right to know the full card, but for game effect its fun to play the "mystery choice" style. Usually, when they hear what will happen when the choice is made (before any dice rolls) that can ask what the other option was and change.

This also speeds up the game with not have to read out the entire card, re-read the options, debate, etc... though that is a valid part of the game.

We play that way: player who is encounter never read a card for himself. Always other player read card for him. Cause we like to hide results of the test. Then decisions is more interesting. Also the one who read a cards should do it witm most narrative rffrct same like theater show.
