Does High Septon's Immune to Triggered Effects mean I can sacrifice him to my own Harrenhal? I wanted to make sure he is eligible to pay the cost for Harrenhal.

"Immunity" only stops effects from being applied to a card. It does not stop you from using that card to pay costs, satisfy play restrictions, etc.
