I've been wondering about about a Fallout RPG for a while now and with Only War and Deathwatch the only role playing games that i have played, I wasn't sure if their rules would be best suited for it. So, would these rules work best for it, or would there be a much better rule set?

I think the closest thing that comes to a true Fall out RPG is Exodus, which I believe was meant to be a fall out RPG but had to change the name due to legal actions by Bethesda Software. It really is just Fall out on pen and paper, and rather affordable, I believe drive through RPG has it for Ten bucks or something. With the bundle being twenty two. Might be a demo version I do not know.

@SgtLazarus: It would mean I would have to make up new weapons, armour, aid items, monsters, classes and backgrounds. But it sounds like a fun challenge and should not be too difficult (though it sounds time consuming), considering my knowledge of the lore.

The 40k RPG system is the one I have the most personal history with. And I'd personally likely take the time, and do a little work porting stuff over to the Fall Out setting. There's a few weapons that don't have obvious analogues but can still be easily reworded, handwaved, or excised. Melta and chain weapons for example. Take out psykers, except maybe as a super rare sort of mutant and even then at really low PRs. Then that's sorta it. I think the rest of the work is done. You could likely just go on with the books from there. As long as you know how to stat random monsters and baddies in the 40k gameline(and anyone who has looked through the bestiaries can with a little time), you should be fine. Las guns, plasma guns, normal guns, light heavy and power armor, power fists. All of that stuff is right there and works with the tone of FO, all of the enemies easily scale inside of the system.
Though that Exodus game might work. I've never read it myself, but it's a D20 game, and one would assumed it's been reworked all proper like with the proper monster stats. And maybe has a pretty decent survival system that you won't have to abstract out like you likely would with the 40k line. Though honestly the survival elements of FO were to me more tone setters than gameplay to me.

You'd have to work with it a little to make the backgrounds fit properly.
I'm actually hacking apart the Fallout Pen and Paper RPG's combat system and replacing it with the WH40K action system.
But what makes it the best for it is that it is d100.
HOWEVER the skills aren't necessarily the best fit as they progress through single skill points rather than by bunches of 5 (without perks) also the stat system isn't the same.
I've been rumaging through post apocalyptic rpgs that could be fit to the fallout/mad max universe so I'll just post the list and hopefully you might find something better fit for it.

If you're a reddit kind of guy I'd suggest going to r/rpg and searching for apocalypse or fallout that's where I found most of the suggestions and there's some more that I've forgotten.
Note however that you wouldn't get special classes in Fallout for the most part however you could use Ogryns as Supermutants
Anyways you'll be in for a lot of work more than someone is likely up for that's only played two systems worth (unless you've been doing house ruling for years with those two things)
Psykers are a part of the Fallout universe they're incredibly rare though and without an inhibitor for their power are apocalyptically powerful usually burning themselves out before getting anything done. The last one was seen in Fallout New Vegas who was a Clairvoyant essentially.
If you're new to the Fallout universe you can feel free to message me for idea bouncing or if you want to look stuff up about the games and lore you can use r/falloutlore or a wiki called The Vault (there's one called Nukapedia but they're what the Vault used to be until it was moved elsewhere doesn't really matter.)
Unfortunately, I am still new to these RPGs (as are my players), but I have a decent understanding of the rules . I was wishing to try something that would make it easier for my players to role play. For them, its hard to get any sort of character development when you play as a either religiously fanatical cannon fodder or religiously fanatical super soldiers. Of course, it doesn't help that I have no idea how to get a round this issue.
So, I thought a game set in fallout would be a good Idea to get some actual role play in as well as plenty of combat. Plus, we all like the Fallout universe.
While I am more than willing to take the time to convert everything, balancing it will be my biggest issue. Its something I have always struggled with. The energy weapons will probably be the biggest challenge. I can see the Plasma Rifle being very similar to the Plasma Gun stat wise, but I am really not sure about the Laser Rifle.
For the characters themselves. I was planning on using the standard classes, with some tweaking of course, to make them more wasteland appropriate. Then use bits and pieces from the regiment creator to make up backgrounds for the players to select.
As for the setting, I wanted something with snow (Played New Vegas so much that I now despise sand). I was thinking of using Detroit as I am not aware of any lore that mentions it, but then the idea of making it similar to Metro (Still heavily irradiated on most parts of the surface, but the underground is mostly fine) came along and now I am not sure if I should switch to a different state to accommodate that idea or I just say that Detroit set up a huge underground in case of a Chinese invasion.

Detroit is relatively unmentioned. It's where Chryslus motors is located. Extreme amount of city scapes, likely relatively little destruction. Possible manufacturing going on. You'll have a bit of work cut out for you if you plan on using a place because you'll have to know a little about the area and understand it's history up to the point of divergance in the Fallout universe (1950ish) and then decide whether anything developed later should be there or not. I wouldn't try to keep them undergound though, a big part of the universe is exploring the wasteland itself. I'd make it more like DC a very large (more intact) city with some areas you have to use metro tunnels to get through.
The Chinese never invaded (after Anchorage) save for a submarine here and there (the Shi are the biggest example) some spy networks too.
But hey it's your game do whatever you want.
However you can't make your players roleplay more easily by anything other than encouraging it and being patient with them. There's so much diversity in the guard simply because the guard are all humans and these humans are all different regardless of the culture they come from. Just because they life in the Imperium of Man doesn't mean they're religious fanatics. There exist atheists in the galaxy, they do what they do because they feel it's for the best of the Imperium not some corpse sitting on a throne their cleric always tried to beat into their heads.
Space Marines are not necessarily religious either, as some of them know that the Emperor isn't a god and that he didn't want to be worshipped as such.
Don't worry about balancing though, your biggest problem is going to be getting the background stuff to work. What you'll want to do is make 4 or 5 regiments that make up things like Tribal, Caravaneer, Vault Dweller, Farmer and such things. Then make the special classes like Storm Trooper the equivalent of a BoS Knight or Paladin. With plasma weapons just get rid of overheating and increase the damage of lasers.

That's dependent entirely on how much work you want to put in it. Ask your players if they want to play at a particular time period in the Fallout universe or in a particular wasteland.
If not then make some stuff up. Timeline is relative when the place isn't important.
If you really want to get in depth look at where you live and look into it's history. It's a lot of work but you could make your own area a wasteland if there hasn't been anything about it in the Fallout universe yet.
I shall have to do some research on some on the states (I live in Australia, so I get to learn something new). Should be quite interesting.

If you live in Australia you should see if your players want to go for a Mad Max game, not to mention the soon to be rising popularity with the new film and video game coming out.
That could be fun and I really do like Mad Max, though I am not sure how my players feel about that. Something to think about at least.
