I would like to confirm that whether the ability of Qustzal

is forced to trigger and consumed whenever she encounters a barrier the first time in a turn, or the player can choose not to use this abitity until she encounters another barrier to use it ?

It's an ability you can use. You are never forced to use it.

If it was mandatory, it would say something like 'you automatically break the first barrier subroutine on a piece of ICE you encounter each turn'.
