Flying/Aquatic monsters = Monster Limit confusion

So.... Just checkin I have this straight.

We know that if a mythos card causes a flying monster to move and there aren't any investigators in a street area adjacent to said monster, it's moved to The Sky where, I believe, it still counts towards Arkham's Monster Limit.

We also know that if a monster appears in Dunwich or Innsmouth, it does not count towards the Monster Limit.

Hence my first question is:

If a flying monster which appears in Dunwich or Innsmouth ends up flying to The Sky when the Monster Limit in Arkham is maxed out, does it bypass the Sky and go straight into the Outskirts? (thus somewhat negating the threat of that monster appearing in the first place)

Drawing from that, what about aquatic monsters?

For example, a Deep One is chillin in Devil's Reef while the Monster Limit in Arkham is maxed out. Suddenly, Mythos dictates it's time for him to move and it just so happens that some poor investigator is in the River Docks. Does our Deep One move like he has a black border or is he moved straight to the Outskirts (bewilderingly)?

And you're lucky to have your Deep one moving, because, ****, in our games, we never saw any aquatic monster move so far... and it is a bit disappointing. (and by moving I mean actually having an aquatic move thanks to an invest being in an aquatic location AND the monster too). Whereas flying monsters aaaaaaaalways seem to spread in the sky !

I guess that's what the rules try to tell us. However, this way to play never convinced me. I think the monsters should simply not move to Arkham if it's full.

But poor Glaaki likes to see the Terror go up gran_risa.gif (or anything else that's Terror related).
