I know using both a lightsaber and blaster is allowed and your skill is with lower ranked skill. Can a Jedi use his blaster bye itself, but have his lightsaber ignited to gain the parry, reflect, improved versions, and defensive bonuses without any penalty to his rolls with attacking with his blaster?

Yes. One way to look at it is that it's a little like the Riot Shield in Far Horizons, where you're specifically meant to use it in combination with another one-handed pistol/melee weapon (or mod it to use it with a rifle), so that you can specifically get the defensive bonuses even if you're solely attacking with the weapon in your other hand.
