Just to make sure I'm reading that bit right, Gideon can't command twice in one activation can he?

We read it as he can't because that is a special action. But someone in our group is trying to argue that special action designation only counts for deployment cards/figures, not heroes.

No he cannot use it more than once per activation.

RRG page 3:

"Special actions are denoted on components by the [action] icon. A figure can choose to spend one of its actions to resolve a special action from one of its cards. If an ability has two [action] icons, it costs the figure two of its actions to resolve this ability"

And

"A figure can perform the same action multiple times during the same activation except as follows:

A non-hero figure can use only one of its actions to perform an attack per activation.

A figure can perform each special action only once per activation"

Since it is 'figure' and 'one of his cards' it is irrelevant whether it is a hero card or a deployment card. This is also made clear when they say "a non-hero figure" in the other exception.
