Yes, you don't gain the clue, but you gain an Artifact if you pass. Not every encounter grants you to gain the clue (happens 8 times for Azathoth, 13 for Cthulhu, 8 for Shub, 10 for Yig, 10 for Yog and I still have to check the encounters from MoM for further stats).

Right. This shows that your chances of getting a clue when encountering it are not 100% even if have killer stats and pass the test, whatever it is. For that reason, if you NEED to get a clue, it can be a good idea to have a contingency plan in place and send a second investigator after a different clue in case the first investigator fluffs up the test or draws a card where you cannot get the clue.
