1. Are more than one of these cards able to be in play at the same time?

2. If more than 1 of these cards is in play at the same time do they all reduce the cost to play vehicle ships?

1. Yes, the card isn't unique so any number of copies are allowed ( currently can only get 2 in the deck, but could play more if ever reprinted in another set).

2. Yes. In general, things in this game can stack unless they're worded in such a way such they they don't (eg Raise the Stakes). General rule: adding/subtracting/multiplying stack, things that reset to a specific value do not stack.
