Can surgical strike be used with Nexu or the Trandoshan's or is it just strictly Imperial forces?

Don't have the card in front of me now, but i think it reads "after an Imperial figure".

In the RRG on page 13 under Imperial Figures

"During a campaign, all figures belonging to the Imperial player

Ok cool! I totally messed that up.
