Can someone provide an in game example of using her? I don't get it.

Shae has a strength of one and only has the intrigue icon.

Nvm. I assume this means "more power counters", not the blue power icon or strength of a power challenge.

Challenges: Kneel Shae to choose and kneel a character controlled by a player with more power than you.

A "player with more power than you" means what Dale said above. You choose and kneel one of that player's characters.
