Depending on the software you use you may be able to do some loudness normalization. Depending on how much it needs to adjust the sound of quiet person, it can hurt the quality, but it's pretty easy to do.

Each person's mic on their computer has a volume output that can be adjusted.
We're slowly working on it. I've finally got the other 3 guys leveled. Now I just need to adjust myself accordingly.

I also recommend checking out the Outer Rim Smugglers channel. They have videos of the vassal games and they have condensed the action of the game down to 15 to 20 mins. It's very well done, and worth the look.
