Question:

Does Leia's Command trigger on the DS players first turn?

I think it does, but another gamer in my area doesn't believe so, because the DS player 'skips' their combat phase on their first turn.

What say you all?

Exception: During the DS players first turn, he cannot declare any engagements. He instead must skip this phase entirely.

therefore there is no end of the conflict phase to trigger the reaction on Leia's Command
