My idea:

Lamda and Huge ship only. 5 points

Treat all your ships in play with a +2 Pilot score. If the Emperor is removed from play, immediately treat all your ships with a -2 pilot score to a minimum of 1.

This goes in line with his ability to affect a whole fleet through use of the force. Once he's out of the picture, then your squad takes a big hit. So its kind of a gamble but adds a nice buff.

Huge ship only.

You may deploy your fleet including capital ships at PS 12 and along any side of the board that is not your opponent's starting area. Must deploy outside of range 5 of the enemy.

I'd make him a Huge Ship only with some sort of Battle Meditation benefit, albeit balanced (actual Battle Meditation would be something like preventing the other side from taking focus actions and free focus actions for all of your side), but when his ship dies your fleet gets debuffed for the rest of the game.

Given he manipulates the battle of endor and is machievellian in having his opponents where he wants them id say

Shuttle, VT49 or huge ship (anticipaiting one) only

The his ability would allow you to reposition your opponents ships, either all of them or a number equal to the number of hits on a number of red dice before the battle.

Either than or an 'anti leia' instead of making all red moves white for a turn, he makes all moves of the opposing side red for one turn , one use.

Huge ship and ST-321 only. Epic game only.

11 points and it mixes Biggs power at range 1-2 with permanent Rebel Captive at 1-2.

The opponents have to target the emperor, he is the ultimate target. He uses his force power to screw with their heads at the same time, stress.

We know he travels in a Shuttle. Slight tangent: what capital ship did he arrive at the DS on?

Action: assign this ship a Lightning token, after you perform an attack you may transfer the lightning token to the defender. the defender immediate receives 2 ion tokens and 1 stress token. after these ion tokens are cleared the defender joins the dark side and usurps palatine becoming the new Sith lord.

Make him incredible powerful, only you cannot field him without Darth Vader.

Oh, and if Luke Skywalker happen to be on the opposing list, Palpatine and Vader are immediately removed from the game. :)

"At the start of the activation phase, you may move one object using the straight 1 template in any direction. If this causes them to overlap another ship, roll one damage die and resolve damage as normal. If this movement causes two objects to overlap, discard them both."

Alternately, may need to make this an action.

I think so, and I always wondered why Vader didn't arrive on the Executor.

Also I've always thought the idea that Palpatine was "controlling/guiding" the entire fleet at endor somehow pretty far fetched.

That's nothing compared to what he does later on in the EU. At one point he creates a black hole using the Force.

I was thinking something like "instead of attacking normally, you may deal yourself one face-up damage card to deal one damage to all enemies within range 1."

He and Vader on a shuttle could fly into the thick of an enemy formation and go nuclear! Dealing themselves a whole ton of damage to dish out an incredible amount to a whole squadron.

At the start of the combat phase, assign one stress token to every opposing ship. After the ship carrying this card is destroyed, at the start of the combat phase assign one stress token to every friendly ship.

High risk, high reward- game changing but not action killing. Is it worth the price of more than a tie to induce stress to every opposing ship- but athe cost of destroying your own fleet.

(A lot) points:

When a friendly ship at range 1 receives a focus token, you may receive a free evade token.

palpatine should cost 60 points with that u can summon a deathstar with limitless tie fighter reinforcement rule.

Emperor Palpatine: At the beginning of the planning phase, you may choose one enemy ship at range 1-2. You set the dial for that ship. Immediately gain one stress token, and a second stress token if you chose a Red maneuver for the target ship.

For this ship every maneuver is threaded as a red maneuver til the end of the round.

All Friendly ships may perform red maneuvers while Stressed. Should Palpatine be destroyed, reduce All Friendly Ships Pilot Skill by 3 and assign each 1 stress token.
