What should Palpatine's (as a crew card) ability be as you could choose?

His abilities were more around manipulation and management in the first films weren't they, he didn't have Battle Meditation or anything, as far as I know? Perhaps, then, his ability should be something that causes an anti-buff to the opposition, to represent the misinformation he's fed them and the spies he's had infiltrate them.
In the prequels his ability was about hiding in plain site, with the Jedi not sensing his evilness, something that plays off that could be cool too.

Actually yes he did, the whole idea of Battle Meditation was thought up to explain why the Imperial Fleet at Endor fell apart after the Emperor died. He was using Battle Meditation to control everything and when he died everyone just sorta fell apart.

Actually yes he did, the whole idea of Battle Meditation was thought up to explain why the Imperial Fleet at Endor fell apart after the Emperor died. He was using Battle Meditation to control everything and when he died everyone just sorta fell apart.

I would imagine that if we were to get a Palpatine card, it would only be with the Imperial huge ship, and probably huge ship only. It would be too fluff breaking really to let him fly around in a Bounty Hunter or Phantom, and realistically, he wouldn't get involved in battle unless he was nice and 'safe' on a capital ship.
Since he is a master manipulator/controller, I imagine his ability may represent screwing with his opponent's pilots minds, ie. giving them stress or making them lose focus. So maybe something like an uber Rebel Captive:
'Whenever an enemy ship declares you or a friendly ship at range one as the target of an attack, that enemy ship immediately gains one stress token.'
Or maybe:
'Whenever an enemy ship spends a focus token, they may only change one [eye] result instead of all of them.'
Of course, he would have to be costed pretty high (as befitting his station).
In the last episode of the Clone Wars he even generates illusions to attack Yoda, so he could give extra power to the Imperial fleet, or harm the opposing fleet with some sith sorcery.
I was talking about the inclusion of Force using crew a while back when talking to a friend of mine about potential new game mechanics. The Palpatine we came up with worked something like this:
During the combat phase, choose an enemy ship at range 1. You may suffer one stress token make that ship perform a free barrel roll action into your firing arc.
This introduces a mechanic that hasn't been included in the game thus far, the ability to move an enemy ship, instead of your own, for your benefit.
Obi-Wan Kenobi could be the Rebel equivalent, with a skill that is more "misdirection", using his ability to "focus" and channel the force to get out of sticky situations.
When defending, after rolling defense dice, you may choose to spend focus tokens as evade tokens.

Cool idea but stress doesn't affect huge ships.

Emperor Palpatine should be able to go on a Lambda Shuttle as that was part of 1 of the iconic scenes in Return of the Jedi. Also it would give people more excuses to paint a lambda as the emperor's shuttle.

Increase pilot skill of all friendly ships within range 1-2. (Battle Meditation)
You receive a stress token the first time you are fired upon each turn. (Your carrying the friggin emperor, don't get blowed up!)
What if it was a crew card for shuttle only that at the beginning of the ativation phase choose 1 ship within range 1. Treat that ships PS as 2 higher or lower for the remaider of the round.

When dealt a damage card, ships within range 1-2 recieve a free focus token.
(Inspired from the death star scene in episode 6, everyone fears failing the emperor and redouble their efforts)
I think it should be risky to bring the emperor into a direct skirmish. But if you do he shoudl be incredibly powerful.

Cost : 11
Immediately after you attack an enemy ship, you may roll 3 green dice. If the number of EVADE symbols shown is equal or greater than the number of hits required to destroy the ship, then you may discard the Emperor and gain control of the enemy ship.
(Idea is that you get the enemy closer to death, so they get mad. The closer to death you get them, the more angry they get, and easier for you to convert).
Another Idea: Crew
Cost: 8
At the beginning of combat you may discard The Emperor. All of your ships may roll one extra attack die when attacking this turn.
Palpatine knows were you are, what you were doing and what you were thinking...
Crew - Lamda only
Point cost: X (5-6 points?)
Your ships count as having pilot skill 10 on deployment.
Or Jedi scying.

All enemy ships in range 3 play with a revealed maneuver dial

This was retconned to be a grand admiral with battle meditation on board the deathstar.
