It recommends that a starting advanced career is roughly equivalent to 4600xp for humans or 3600 for chaos space marines over a basic career. Does anyone know if this is in addition to the starting XP (2000 for humans, 1000 for CSM) or including the starting XP.

I would presume including the starting XP, but it's a bit unclear.

It's never made clear, as far as I know. RAW is unclear, but I believe the intent is that it includes the starting xp.

That said, RAW or RAI, the advanced archetypes are wonky as **** compared to the basic archetypes.

The Advanced careers are unbalanced? Or just variable in quality as regards the basic careers?

Some forum posters are adamantly against the advanced archetypes. Just remember the golden rule: thou shalt have fun.
