All you get, is stuff to invest points on, those PET and illicit are not free and It already pays 2 points for those slots and 2 PS.
But yeah, Kath is better. Much better. Like million years ahead of the imperial Kath.

There was a hint with the drop only 1 bomb a turn in the latest FAQ. Although it would almost be impossible as Firespray cannot take astromech (or even salvaged astromech) slots so no "Genius" for them. Then again I guess players will try to drop a double proton bomb token in attempts to take out B-wings, X-wings and Tie's in a single shot so it prevent that from happening.
But I am glad that the new Firespray Title was NOT S&V only (despite some of the rumors). Now Imperials players got a good reason to pick a MW pack up.

But Muk man, he will "muk" up Whipser and Han by making them Ps0. If Whipsper/Echo was Han's bodyguard then Muk is the assassin.
But they can't make it PS8 either.
Yes, should have been clearer, it pretty much forces the player *not* to use Swarm Tactics, unless for some reason they'd want to pass the 0 around and shoot last.
Just have to say, I haven't really played since Wave 2 but this expansion might hook me back in for a few purchases. Well played FFG.

I do like the way they've set up the Firespray for the two factions, the Imperial machine uses factory fresh Firesprays in larger numbers as patrol craft whereas the Scum have heavily modified and upgraded ones.
My dual firespray list with Boba & Kath just got waaaay better! Only tricky part is deciding what to do to replace rebel captive...Maybe go back to recon specialist.

Yeah, from what I've seen there don't seem to be any real stinkers so far with scum. I'm dubious about a few, like accuracy correctors and BTL-A4, but the vast majority seem pretty well-considered and useful. Time will tell, of course. I just hope there isn't anything wildly overpowered in there. So far it looks like a very well-constructed faction.
The A4 title is free, so it ought to be a fairly "neutral" upgrade in terms of power level--and I think it will live up. Accuracy Corrector is currently underrated; MJ was right that it doesn't boost your firepower directly if you have 3 Attack and are going along with MJ's model of the action economy--but if you want consistent offense while spending your action repositioning or boosting your defense, it's a huge upgrade.
With each new spoiler on the S&V faction I step to realize that the preference order of FFG or developers is currently:
1 - S & V
2 - Rebels
3 - Empire
Given the release of the Phantom and Decimator in the past few months, it's really hard for me to take posts like this seriously.

If you weren't planning on spending additional points on an EPT or Illicit upgrade, it's +2 points for an iffy PS bid. I really like the Mercenary, and if it were in the same faction as the Bounty Hunter I'd say it's even a bit too cheap, but Scum lack the option to shave those points off and assign them somewhere else, and there's a cost there.
So stoked I picked up a second BH when they were still in stock a few weeks ago!
I was never that impressed with Imperial Kath, but Scum Kath...well let's just say I'm totally smitten with her. Dual Spray lists are going to be amazing!
Heh, I'm just waiting for the opportunity to use Dace to hurt someone who uses Leebo =P. Heck, since that would happen in the activation stage, you could then do a green to clear stress, and then ionize the guy again to deal 3 damage total. Given, this isn't a repeatable thing (unless you have someone with Wingman clearing your stress and Leebo is activating after Dace does) nor will it be competitive, but it'll be fun!
Palos + Opp + Blaster (+ K4 security droid) will be deadly at 28/31 points, even if he flies predictably. If you decide to take a TL/evade on every ship R2 of Palos, I can still easily take a Focus action, and acquire a TL from K4 to modify the blaster. And then you have nothing for defense. If you choose to take an evade/focus for defense, then I'll just steal it for myself and then still shoot at you. PTL can muck that up if you take two tokens though... But that's why you go with an anti-stress strategy for the other 69 points, so you an either double stress them, or ionize them while they're stressed (and then bomb em!).

As for double Firesprays:
Boba Fett with Intimidation, Tactician, Dampers, Ion Cannon and an Engine Upgrade
Kath with Stay On Target, Outlaw Tech, Engine Upgrade and Dampers.
Should be 100 points. Will probably still struggle due to lack of attacks, though.
My 2 cents on this expansion:
Firesprays just got REAL. Too real. No, not as in too good too real, but as in "can be a giant point sink if not careful" too real. It is going to be tough to find a happy middle ground for these guys. Really the only one I can see running naked of these if Fett.
Andrasta Title is awesome. 0 pts for 2x bombs. I'd run that on say a BH for the Imps, and on Emon.
Emon doesn't have an EPT. That will hamper him a bit, but I think the Illicit upgrades will make up for that mostly.
Kath is pretty awesome too. Outmaneuver + EU will be great on her.

Mux is the anti-Falcon ship the Imperials have been wanting. ACD Phantoms should still survive, since they have maneuverability options anyways and can easily stay at R3 of him (They'll want to anyways to avoid a possible ICT).
Part-Blob (That's what I'm going to start calling him) is pretty sweet, but he is going to be like Carnor: Giant Bullseye on his back, but without the PS of Carnor. That being said, Dead Man's Switch is a potential upgrade I could see on him.
Dace is actually my favorite pilot of the HWKs as of right now. First of all, he counters Leebo and Feedback. Especially Feedback. In addition, he makes shooting Ion Cannons at a large ship without triggering the ion effect something really good. Here's the strategy: a cheap Y-wing (or even better, Mux) with an ion cannon shoots Han and puts an Ion Token on him. Voila! one free damage a round. Just don't shoot him with the Ions again and he cannot lose that token. Pretty sweet, huh?

IG-2000 doesn't have crew. It would be slightly OP if it did, especially with that card.
Problem with leaving an Ion token and not shooting the Falcon again and get one free damage a round, is the fact that the Falcon has 13 freaking hit points. Really the best anti-falcon HWKs are the two other named pilots.
