Determine Who is the Ring-bearer (Concerning Ties)

Hi everyone,

Could someone clarify this rule for me, there was a HUGE discussion about it last time we played.

2. Determine Who is the Ring-bearer
The player with the most Ring Life tokens becomes the new Ring-
bearer. In case of a tie, the Ring goes to the tied player sitting
closest to the current Ring-bearer’s left. If the current Ring-bearer
has the most Ring Life tokens, he keeps the Ring.


Situation

Sitting in this order, Players A , B ( Ringbearer ), C all have 1 Ring Life token.

Solution 1 : Player C becomes the new Ring-bearer because he is sitting left of Player B (Rb).

Solution 2 : Player B remains as the Ring-bearer.

Which Solution is correct?

C becomes Ringbearer. All three players have 1 Ring token, so it's a tie, hence next player from the current RB gets the Ring. B would only remain the Ringbearer (still drawing 2 cards) if he had 2+ Ring tokens in the scenario proposed.
