If you honestly don't believe a zero cost title upgrade that gives a ship two atks a turn isn't a power boost I don't know what to tell you considering gunner is still one of the most popular upgrades in the game and costs 5 points for the privilege.

It isn't a zero-cost upgrade because it has the rather significant cost of preventing you from shooting out of arc with your turret weapons, weapons that have point costs and power levels balanced around the ability to shoot out of arc. So the A4 title itself costs zero points, but the real cost is the overpayment for the turret weapon.

And gunner isn't a very accurate comparison because gunner gives you another shot with your best attack, while the A4 title gives you a mediocre primary weapon attack that probably doesn't get any dice modification. Gunner costs more than the A4 title because its effect is a lot more powerful.

A4 title only does 3 things depending on turret besides make it a sitting duck for when fighters come from the 5-7 O'clock position.

You could stack on up to 2 more damage with an Ion hit, You could get an additional 3 firepower attack at range 1-2 for the cost of a focus token or you could get an additional 2 dice that ignores evade results at range 1 in addition to the 3 attack dice.

So you lose the area coverage for a slight firepower boost up to range 2.

For 7 points, you can have an Ion Turret and an R4 Agromech. Take a focus, and maybe spend it if needed on the primary attack. If you land two hits, your opponent will probably need to consider whether to spend a focus to avoid them, or to save that token to try and avoid the incoming target-locked Ion Turret attack. It's only 25 points to put all of this on a Gold Squadron or Syndicate Thug, leaving plenty of room for some Scum Z's.

Also Gunner triggers on a fail, which gives you one effective attack, though likely a more powerful one, while the Y-wing may have 2 successful weaker attacks.
