Unless Wedge had Squad Leader and passed an action to Tycho, I think the max is 3..

Tycho + PtL + AWing Test Pilot + Daredevil (or Expert Handling) + Refit + Experimental Interface

He can:

Boost + Daredevil + Focus + Evade and gain 3 stress.

He is Going to be A GOD........

This is pretty sick although it is expensive and lacks firepower. Thing is EI and PtL are both once per round so no 4 actions without outside aid.
