I think just about any upgrade can be given reasonable costs and limitations. With the exception of Royal Guards, you only get one modification per ship, so on a Falcon you'd be sacrificing the option for an Engine Upgrade in order to take Advanced Sensors, and paying extra for it. Maybe a jury-rigged system is fragile and you lose it the first time you're hit by an attack, like Stealth Device. There are a lot of ways to balance abilities.

I remember when this first was announced, my first thought was for Arvel as well. Anybody who I'd actually want to put this on can't take it. Seems like a strange choice for an ace pack.

A perk for Kagi with ES is that even though he moves first you still get to set him up as a PS 8 so your shuttle can be placed where it will muck up the field best.

Yeh, I really feel that Kagi is the only get wielder of this strange arcane device. Which is interesting, as he will be an investment, which means flying him differently then my standard Omicron Bumper Car.
