Actually, that pretty much matched my Gen Con experience. Highest pilot skill was a 7, all games but 1 I played against VI whisper. Guess what happened game after game?
If you cause 2 stress on a Phantom in a turn, it can only get rid of one in the next. It won't be able to Cloak. Take Nera with Flachette Torpedoes and Munitions Failsafe and you should be good on one stress source a turn.
Even if you cause one stress a turn, the only green manuevers are banks. It will have a really hard time getting back into the game if it can only do green manuevers.

use tactician + rebel captive, listen to phantom player swearing...
(I'm imperial player myself, and I use phantoms from time to time, worse thing is stress, not turret)

Then use turrets and or ps8 ships with vi and eu. Whats the problem with them? Not a single list can counter everything.

She's out this week, right? It's not like it's Xmas or something.
Also, that's just one solution, though an easy one. Anything that causes stress is good. Many of the other things that cause stress have requirements, such as being able to have them in your target arc. R3-A2 is good, but you need to have them in your firing arc. Tactician only works at Range 2.
I'd like to think of Nera in a B-2/E2 that allows her to take Tactician and Flachette Torpedoes. If at range 2, then each Torpedoe causes 2 stress! That leaves the Phantom unable to stress for a turn.

Don't forget that tactician only works in your firing arc.
