Obviously "B-tier" will be a super subjective call. It'll mean different things to different people (stats, or ability, or overall usefulness), just follow your heart.

My answers:

Weapon attachment: let's be honest... Dagger of Westernesse

Card draw engine (repeatable card draw): Expert Treasure Hunter!

Encounter scry or manipulation: Palantir (which also doubles as a card draw engine!)

Eagle: Winged Guardian
Istari: OHaUH Gandalf

"B-tier" Hero: Balin, hands-down. Passable stats but not great, but access to a very nice Trait and a superhero ability.

Weapon Attachment: Rivendell Blade

Card Draw Engine: I don't use repeatable card draw =(

Encounter Scry or Manipulation: Dunedain Hunter and Henamarth Riversong

Eagle: Eagles of the Misty Mountains

Istari: Core Set Gandalf

B-Tier Hero: Unless Elladan/Elrohir are counted no one haha, but seriously I love Elrond's Sons. Easily my favorite heroes hands down. The other various heroes I use are all pretty powerful so I wouldn't call them B-Tier

Weapon attachment: none, perhaps Blade of Gondolin. Great on Merry/Brand combo's.

Card draw Engine: peace and thoughts

Encounter scry/manipulation: Risk some Light, Gildor's counsel.

Eagle: Descendant of Thorondor, even better with Gwaihir.

Istari: none, but I like to see Radagast in play.

B-tier Hero: Pippin (Lo) - low threat, low stats but perfect in secrecy decks (Risk some Light, Resourceful), good meal, fast hitch, peace and thoughts, all player text and might give some draw as well. I like that hobbit!!

Weapon attachment: Spear of the Mark. Because I dreamt long for some kind of effective weapon for Dunhere.

Card draw engine: Daeron's Runes? Most cost effective stuff.

Encounter scry or manipulation: Henarmath Riversong. Extremely cheap and extremely effective. The only downside is only 1 copy of him in the core set.

Eagle: Vassal of the Windlord. Helps deal wtih big bad guys real fast, in multiplayer too.

Istari: Saruman. Because sometimes you can fulfill quest's objective by just playing him.

"B-tier" Hero: Grima. While not fit (or not that fit) for multiplayer, he makes an excellent hero for solo. While being my only lore hero in most multiplayer decks, I hever have any problems with playing lore cards due to his ability. And if I need a resource in my main sphere - he can help there too.

Weapon attachment: Dwarrowdelf Axe but maybe rsther Dagger of Westernesse.

Card draw engine: Legacy of Durin.

Encounter scry or manipulation: Gildors Counsil

eagle: Eagles from the Misty Mountains, can become a real power (also in combo with Suppport of the Eagles)

Istari: Good old Gandalf! But then rather Hero version!

"B-tier Hero": Dwalin. Only own till KD, so he's a real killer and threathred.

Weapon attachment: Dagger of Wesernesse is really cool and goes with all traits.

Card draw engine (repeatable card draw): Legacy of Durin and Ori in the same deck is pretty bonkers. I also really like Erestor as a leadership choice.

Encounter scry or manipulation: Ithilien Lookout is extremely satisfying to use in secrecy.

Eagle: Based Vasal of the Windlord.

Istari: Hobbit Gandalf is my favorite in my Caldara decks.

"B-tier" Hero: Hmmm. I guess Beorn hero is a my underused "cult favorite".

-rivendell blade... oh, nice sword, and that ability... lets me win haha

-ancient mathom, really effective with location power cards

-palantir, though i dont use it much yet, i just love the idea

-not technically an eagle but to the eyrie ... that art is amazing, and i think of it as an 'eagle' card anyways

-saruman, though i really should say gandalf i know... i just... am in insengard mode at the moment

-fatty... everything about him represents what i love about this game, despite him not being so useful

Encounter Scry/Manipulation: Gildor's Counsel

Eagle: Landroval. Really captures the classic role of the Eagles.

Istari: OHaUH Gandalf

B-tier Hero: I'm guessing Beorn counts as B-tier, given how some feel about him, so definitely Beorn. He can be so pivotal.

Weapon attachment: Rivendell Blade (because Legolas is my favorite Tactics hero)

Card draw engine (repeatable card draw): Hobbit Pipe (Can't wait to get Bilbo ally and hopefully another pipe attachment!)

Encounter scry or manipulation: Risk Some Light (I would love it to be Palantir, but I've never made it work)

Eagle: Definitely use Vassal of the Windlord the most, but otherwise Eagles of the Misty Mountains

Istari: OHaUH Gandalf. I usually run low threat decks, so the threat gain isn't a big issue and his massive stats with free questing are ridiculous. Also, I'm sick of the Core Gandalf / Sneak Attack combo.

"B-tier" Hero: Mirlonde. Great for secrecy when combined with Pippin, and she can even make some use of Asfaloth.

Weapon attachment: Dagger of Westernesse, an all around good weapon.

Card draw engine: King Under the Mountain, a powerful card draw engine and it doesn't say "draw".

Encounter scry or manipulation: Henarmath Riversong, a very cheap ally with decent stats and a decent scying ability.

Eagle: Vassal of the Windlord, a very cheap champ and +3 attack boost.

"B-tier" Hero: IF ! Balin is considered a "B-tier" Hero is him.

Ishatri - core gandalf and sneak attack is still staple

B tier - I love using beorn as well

Weapon: rivendell blade - we play elves a lot. Simple & effective card.

Rep. card draw: Gleowine - I can let others draw too. Not that many cards let you do that.

Encounter manip: Out of the wild - you can just fish out some of the most terrible cards for good? Yes please!

Eagle: Vassal - we call them heat seeking missiles. Missiles go boom! I like.

Istari: Hero version Gandalf! :) - no contest.

B Hero: Spirit Glorfindel - he should get more table time everywhere. 0.o

I'm not sure how you define a "B-tier" hero, but Spirit Glorfindel is one of the strongest heroes in the game.

My vote probably would go to Eleanor, if she is a B hero; as she's very popular at our table.

I know some people dislike spirit Glorfindel - and I would too, if I saw him in every deck. I justify playing him because I've always played Noldor in general. I care a lot about theme; I know many just put him in any deck when they want a low-cost stable hero with Spirit access. I would never put Glorfindel with Gondor heroes, just as I wouldn't put Gloin or Bard in a Rohan deck.

Encounter scry or manipulation: palantir. If people would like I could do a writeup of a palantir deck i use that's pretty effective.

Istari: Core Gandalf, UHaOH Gandalf in leadership (untap ally for quest, block and attack)

"B-tier" Hero: Eleanor, as you an guess

Weapon Attachment: Rivendell Blade

Card Draw Engine: Currently Galadriel (proxied) - what's not to love about threat reduction and a card!)

Encounter Scry or Manipulation: Henamarth Riversong (Previously Denethor.. then Celeborn & new Silvan cards arrived)

Eagle: Eagles of the Misty Mountains

Istari: Hobbits Gandalf (keen to try with Gandalf's new staff)

B-Tier Hero: Mirlonde (not sure who all the A and B heroes are)

Weapon attachment: Dagger of Westernesse. No restrictions on its use, and it's very strong against a lot of boss enemies.

Card draw engine (repeatable card draw): Beravor

Encounter scry or manipulation: Risk Some Light. Free in a secrecy deck really helps.

Eagle: Eagles of the Misty Mountains. Cheating them in for free gives you an awesome ally.

Istari: Core set Gandalf. He's just brutally good, still.

"B-tier" Hero: Bilbo. He's probably a little bit overcosted, but he's such reliable card draw for solo games. And he's a great Blade of Gondolin holder to go with Eomer in my recent Eomer combo deck.

Weapon Attachment: Rivendell Blade probably. Dagger of Westernesse rarely gets me +2 unless I'm playing secrecy. Spear of the Mark is awesome in a good Dunhere deck but is too limited. Love Blade of Gondolin (and Legolas' ability), but sometimes I just want some raw power.


Card Draw Engine: Galadriel (proxied) gives you a Gleowine that also reduces threat and offers an additional awesome ability.


Encounter Scry or Manipulation: Henamarth Riversong in non-Secrecy and Risk Some Light in secrecy. If Risk Some Light was more easily repeatable, it'd easily be a winner.


Eagle: Eagles of the Misty Mountains can get super powerful and is so synergistic. Add Support of the Eagles for even more fun. Just wish this wasn't so expensive.


Istari: OHaUH Gandalf just wish he could get into more decks, but his threat gain definitely makes it difficult. Other than that, there is no better ally in terms of usefulness in the standard phases of the game.


B-Tier Hero: Dunhere or Mirlonde been playing secrecy more and these guys make it worthwhile. Dunhere makes secrecy worthwhile by helping relieve the fact that you suck at defending by allowing you to attack the enemies while they're still in the staging area. Mirlonde just makes it easier to have Lore in secrecy decks, which is important because a lot of great secrecy cards are in Lore and it gives you access to traps/rangers which are also very awesome for secrecy decks.
