It just makes sense. When your ion'ed you ship drifts thus 0 pilot skill for moving.

Should an Ion effect Make you move at 0 PS?
That would make it unblockable. Plus remember TIEs have movement actions where they can wrestle back control of the stunned ship.

No losing your movement is big enough a disadvantage.
That would make ion weaker. Moving first is normally advantageous.
