I think he means the test pilot himself will somehow, without a ship, kill an entire swarm or phantom.

Hijacks ship in the middle of the swarm and initiates self-destruct sequence.
I suppose you could fly 6 of them at 90 points. Maybe give half of them hull upgrades to get you to 99.
That's 27 hit points all at 3 agility, that's pretty hard to kill, especially when almost half the hit points are shields.
12 attack dice is decent but not amazing since they are all 2-attack ships, but I think their survivability would keep them competitive with other swarms at least, phantoms will be tough though.

Correction: Prototype Pilot + Chardaan Refit
Swarm with A-wings instead of TIEs or Z-95's.
15 points, almost as good at jousting efficiency as a TIE Fighter, but with boost. Enjoy.
Edit until you need to shoot at an agility 4 target with a focus token.... better get into range 1 and block those decloak positions.
Edited by MajorJugglerSince the list consists of all durable ships, I would suggest another durable ship. If you add in or substitute a glass cannon, it's pretty pointless since it'll just get killed first anyway.
Tarn + R7 is perfect. Super-tanky with his ability + R7, especially in the end game. Try and fly / position him in such a way as to keep him alive until the end.

Bonus: you at least have 1 ship with 3 dice, so he at least will have an easier time dealing with 4 defense Phantoms.
I'm wondering if the "new" counter to Swarms and Phantoms wouldn't be a Decimator equipped with Ruthlessness, Mara, and probably a Gunner maybe with other upgrades. You have the turreted Gunner equipped ship to help deal with Phantoms, Ruthlessness will help keep those swarms from flying too tight so you shouldn't need to face them all at once. And Mara will help keep both of them under control if they get too close by giving them stress.
I was looking at upgrading the Admiral as such (along with a Merc Gunner and Engine Upgrade) and combining with Echo as a possible two ship Imperial build.
There is someone that with engine + VI, and some other stuff will have an easier time dealing with phantoms.

Any Decimator (especially the Admiral) with Mara + Gunner + Ysanne Isard + support has some real potential. I would be scared to run it as a 2 ship build though.
