I can't imagine a release book prior to a major rules release though (I'm talking Bretonnia), but it would be just in time for our upcoiming campaign.

Anyways, it's all background fluff for whatever campaign we end up playing.

That's actually more wishlisting than any concrete new info. That being said is seems remotely possible that Bretonnians & Skaven would be the duel armies for 9th edition. Though I still very much doubt that.
