I think it might have made sense in that context if it was range 1-3. At range 1-2 and the same cost, I can't imagine why I would ever take it over tractor beam.

I'm guessing it's a casualty of wanting to be super careful with control mechanics that aren't necessarily "fun", and then subsequently nerfing jam even further due to the jam action. I'm slightly surprised they reprinted it as-is in 2.0 when I have literally never seen it on the table in 1.0, but my guess is it just sorta fell through the cracks.
That said the biggest casualty of it being terrible is just that we can't SLAM and JAM (if you care about winning), but it's not the end of the world.
