My ruling would be 'no'. The Hatred Talent is supposed to represent overwhelming, barely-contained emotion- far beyond the standard "I hate people who shoot at me!"-type hatred; so I don't think it should be 'double-able'.
Beyond Adeptus-B's interpretation (which I share), I think it is also fairly obvious that it was never intended to stack. I think in this situation, if it would've, it would be odd to not clarify that it did.
Also, there's the obvious issue with this racking up way too fast. After all, there's a lot of traits that are common amongst a lot of people within certain spheres of influence. Mutations amongst cultists, for example.
The way these types of Talents are written, it is pretty obviously assumed that they don't stack. Further, it would do very bad things to the game balance if they did. Finally, RAW states that whether one of these types of Talents apply is always down to the GM.

Personally I would expect a character with a Talent like Hatred to reflect that hatred in their actions, before I would give them the modifier.
Though it doesn't stop being fun to imagine all this hate boiling up.
