I find that all neutral thug event should be better with "cannot be paid with non-gondor or non-thug hero" thus creating something like a fifth sphere. For allies, they are mercenary so no problem, but those event are quite thug-oriented and I don't expect Elrond to pay for those shenanigans...

I'll probably give most of the Thugs spheres, add some more thugs to make their count even among the spheres, will give it a big good dam thought to balance them out, add some events and attachments too. And a Spirit Thug hero ofcourse. And then I'll make an OCTGN set with all of this to test it out in actual gameplay.
Here's what I think...
Allies:
Spirit: Silent Watcher, Whisper;
Lore: The Owl, 1 more non-unique thug;
Tactics: 1 unique and 1 non-unqiue thug;
Leadership: Harbor Mercenary, 1 more unique thug;
Neutral: Pelargir Tough, Caleb of Pelargir.
Events:
Spirit: Laying Low;
Lore: will be added;
Tactis: Dirty Trick;
Leadership: Cunning Scheme;
Neutral: Ambush!
...hm, Dirty Trick looks a bit unspectacular compaed to all other spheres. I'll probably move him to Neutral(so thre'll be 2 neutral events) and add something more vague to the tactics there.
I think, one thug-related event is enough for each sphere(except for neutral, as I can see now). Making attachments for each sphere will be hard.

Here's one idea I had. Can't find any art for it though. I'll think some more on attachments and heroes. (sorry for the enormous picture)
Here's a hero I whipped up:
(Figured out the size issue) He's a neutral hero, so he can only spend resources on neutral cards. That's why I gave him the "can pay for thugs" ability. Strength in numbers for the second ability. The thugs would get more bold once they have a better chance of winning. The action is just for when you need it. He's kind of an all-arounder type guy. Is he too overpowered? I tried to give him low stats to compensate for that.
Also, here's a non-thug dude that I wished they would have incorporated somehow, to help Boromir's ability out:

I finished last cards previous night... 4 heroes, 15 allies, 6 attachments and 10 events.

But this card would be much to strong...
You only need Song of Earendil or a Wandering Took and you decrease your threat very easy...therefore the hobbit-pipe is restricted to events.
It is limited 1 per round. You must exhaust it for trigger his hability.
Well, a non-unique cards that can be exhaust each turn for threat reduction is clearly imbalanced...
Like nebur said, there is a reason why the hobbit pipe is limited to event cards only.

Erkenbrand has always been one of my favorite "side" heroes in the LotR books. I came up with this concept to try and do a couple of things:
- Give those poor Snowbourne Scouts something useful to do, other than die in combat.
- Add a little twist to "monosphere" decks using Rohan heroes (e.g., you could technicially "monosphere" with Eowyn, Dunhere, and this version of Erkenbrand, or do Theoden, Hama / Eomer, and Erkenbrand).
Let me know what you think . . . too overpowered? Just right?
