You can use the Bol'goreth Lieutenant Pack (which includes the Plot Deck and Agent cards) in the base Shadow Rune campaign with no other expansions involved.

Yes, as FFG said, all expansions should be playable with the base game. Not it's a good idea as it is done, but it's the case and the choice made.

I decided not to buy lieutenant packs that bind to expansions. I will keep the continuity, it is better for me.

While you may realize this, it's not entirely clear, so I just want to reiterate (also for other readers): No Lieutenant Packs are actually "bound" to expansions. All lieutenant packs are their own expansions that only require the base game. Many "Lieutenant" Packs feature "Agents" that represent the same in-game character as a Lieutenant from expansions, but these aren't necessarily the same thing. However, if you DO have the expansion and the Lieutenant Pack associated with it, you ALSO get to replace the Lieutenant Token from the expansion with the figure from the Lieutenant Pack.

I know they are not dependent, I just personaly wish to give some order to what I buy, because I like every pack of Descent. So I decided to buy base set lieutenants first, then first expansion (when reprint comes out), where other lieutenants were introduced and then buy those lieutenants, then second expansion, etc.

But I know that it doesn't need to be that way.
