I know i'm behind the conversation as i have not read the entire thread, but something that was mentioned was a simple Twin-linking of Bolters to get the Storm Bolter, Fluff wise it doesn't work.

During the Heresy Terminators went around with Twin-linked Bolters (Or Combi-bolters) as Storm Bolters had not been delevoped at this point.

Post Heresy, Chaos Termintors still have Combi-Bolters but Imperial Termintors have Storm Bolters, which are an improvement. Now, IIRC the Storm bolter was delevoped for the Termintor as a close action Boarding weapon for use in Space Hulks and the alike, the same sort of place where people would use short, compact high rate of fire machines guns (SMG's) or Close Assault Shotguns.

Now someone with the Companion (Red book for the Rogue Trader edtion of 40K) can correct this, but an increased, sustainable rate of fire was the primary purpose/ gain of the Strombolter, this required an increased ammo capacity. It's design should be based around that, with an effect based on degrees of sucess for extra rounds hitting the target, i believe someone mentioned this last effect.

Didn't one of the game designers say somewhere (here, on these boards) that Righteous Fury in RAI was supposed to apply to NPCs?

I always apply it to NPCs.
