i think no because the effect triggers after an attack is played but the effect would not be active when the card would trigger

it goes into the card pool after its played, so the static text doesnt apply until after its already played, so you barely miss the trigger

Except... cards go into the card pool WHEN they are played, not after. And this trigger is after an attack is played, not when.

As soon as this is in play, it's continuous ability is active. The trigger is after an attack is played. Keyword AFTER.

It doesn't matter though, because if the static ability was "when you play an attack something happens" that would still be fast enough to trigger.

have to agree with aslum on this. An attack hits the card pool as soon as its considered played. the card hits the pool, effect pops on, the trigger window opens of "After an attack is played", and the static says "Pick me! Pick me!" and the game goes ok this attack just got +1 damage and -1 speed
