Burn requires 2 Advantage?

Does the Burn quality require 2 Advantage to activate?

I had a session this week where a monster with acid spit never got to activate its Burn quality because it didn't roll enough Advantages on any of its combat rolls.

Looking at the description on page 155 of the Core Rulebook, it says "If the attack is successful, the target continues to suffer the weapon's base damage for a number of rounds equal to the weapon's Burn rating."

The weapon in question had (I think it was) Burn 5 and Slow-Firing 4, which makes sense if the damage continues to burn over time.

I was just curious if the wording "If the attack is successful" means Burn doesn't require activation...

Reading more carefully, the definitions of "Active" and "Passive" on page 154 do say that "Active qualities require 2 Advantage to activate unless otherwise stated in their description."

Is Burn one of those exceptions?

As some qualities can be triggered with Advantage even if the attack misses, I read it simply as a affirmation you can only trigger Burn on an attack that hits. Therefore it would still take 2 Advantage to get the DoT Burn.

Narratively this could just be the target only getting a brief exposure in the case where you don't roll the extra advantage to trigger Burn. With triggered Burn meaning they get hit with a substantial amount which the DoT of Burn accounts for.
