Can Captain Yorr use his effect multiple times in one turn as long as he doesn't exceed the stress limit mentioned in his effect.

Yes. Keep in mind you can only get rid of one stress token per green maneuver, so if you load him up with stress tokens, it may take a while to clear them all and get actions again. On the other hoof, a great tactic is to load him up with stress tokens just before he dies. I mean, why not?

However, this doesn't mean that you can use abilities like Jan Ors', Opportunist, or Elusiveness multiple times for one attack.
The FAQ has officially announced that, if the stress is cleared, each of these abilities can activate once per trigger (i.e. once per Ally Attacking, Self attacking, or Self Defending, respectively).
If they COULD stack into a single attack, Soontir Fel (with a Targeting Computer and Opportunist) could have an initial shot of 7 attack dice, target locked and focused.
And that's terrible.

Does PTL still work with it? Also, can you K-turn with some with range 2, clear the stress with Yorr, use PTL, and clear that stress with Yorr assuming the other ship didn't leave Yorr's range?

Yes and yes. You can use Yorr to absorb stress once per upgrade/ability activation.
Just to add, if you already have a stress and you reveal a red maneuver, even though you could have pulled the stress off with Yorr, you must still hand your dial to your opponent and they will adjust your dial to any green or white maneuver.
