Based on the pictures from the preview article, I think that's a fan effort.

Edit: The terminology and templating is also pretty questionable. Definitely a fan creation.

Yeah totally fan made. The 'trademark' on the side says something clearly other than LFL or FFG, and as Buhalin pointed out, the wording is very uneven and informal, not at all FFG style.

Yeah the artwork is bad and it clearly has way more text then the card in the preview. Definitely fan made. And way to high of a price IMO

I mean you can see they put their own credit on the side of the card, although it's hard to make out (Starkiller?).

But that card has about half as many words as the entire rulebook and that's not generally how FFG writes their cards.

It is really fairly terribly worded, no offense to whomever designed it.

Yup, as others have said, it is fan made. The title doesn't match, the italics text doesn't match, the picture doesn't match, the © is wrong, and there's way too much text.

Aside from that, I'd say it could go either way.

Plus the card you linked says "Stygium Cloaking Device," and the cards pictured above appear to say "Stygium Particle Accelerator" and "Advanced Cloaking [Device?]" and have 3-4 lines of text each, versus the ten on the fan card. Less is more, people.
