Just checking the Resolve Telant. It reduces the strain suffered by 1 per rank to a minimum of 1. This talent will work on Stim Application but not on Dodge, is this correct?

No, Resolve is like a strain defense. It's for when you suffer involuntary strain loss, Stim App and Dodge are both voluntary choices.

I'd argue that stim app isn't a voluntary strain loss. Especially when applied to someone else. Getting drugged (beneficial or not) would be a good application of strain defense.

It's a voluntary choice with a negative consequence, which makes it voluntary strain loss, which makes it not subject to resolve. No different than taking a second maneuver or a host of other talents, all of which are voluntary choices that apply various buffs for the price of strain.

It's pretty much this. Especially for the person who is using the talent, this is voluntary strain loss. I'd be willing to argue it's involuntary for the engaged ally that can also get the boost if the character actively tries to avoid the boost and the applier is trying to, for whatever reason, force the strain loss/characteristic boost onto the character. But if the engaged ally is fine with taking it, it's also voluntary.

Resolve + Stim Application was brought up to Sam Stewart on an episode of the Order66 podcast, and I recall him mentioning that it's the GM's prerogative to adjudicate that. Sounds like another one of those instances where they left it vague on purpose so the GM can call it how they want.

As I recall, Sam came down on the side of the Stim Application being involuntary strain and that he imagined Resolve would apply. Don't have the exact quote though.
