I think that the Fellowship sphere will be present on every saga box.

So in the quests that follow Frodo's quest, he will be ring-bearer and be on this sphere, that is for sure...

And, as i thought, if there will be some saga boxes that don't follow Frodo, in those, it doesn't make sense that he will be included. In those, Aragorn is my candidate to be the Fellowship hero as he is the "main" character in that part of the books (hunt for orcs carrying Merry and Pippin, the Battle of Helm's Deep, the path after Stone of Erech into Pelargir, etc)
