This sounds like a stupid question but I wanted to be sure. Am I allowed to look at my hold any time I want or do I have to wait until an effect allows me to look through it?

You can look through it any time you want. It is like your hand - open information to you, hidden information to your opponent.

Just don't take too much time about it, your opponent will be plotting your downfall during that time .
