Curious to know everyone's thoughts on when they're the OL, what sort of deck do they go about building throughout the course of the campaign? Also, what agent plot decks to you take into consideration when coming up with your strategy?
I think this is an important topic, as many people complain that the OL gets facerolled by the heroes, but I think part of the reason is that the OL has to do so much more advanced planning and a key for this is a solid deckbuilding plan.
At this time I don't have any great ideas to offer myself, as I am still learning. Hopefully more experienced OL can chime in.
Overlord deckbuilding strategy
There are a couple different factors that play into how you should build your deck. Here's the main points:
Heroes - Archtypes: This plays more if you want to use Basic 2 vs Basic 1. If the heroes decided to use more of a specific archetype, then Basic 2 is slightly weaker because some cards will never be used to their fullest. Not crucial, but something to keep in mind.
Heroes - Classes: Are the heroes running Apothecary/Disciple? Then you probably want to steer clear of cards that give conditions. Those two classes have the best time keeping the party condition free and wasting cards to try to get a hero immobilized only for the disciple to wipe it away for 1 Fatigue next turn can cripple your whole gameplan.
Heroes - Heroes: Are the heroes running Logan? Steer clear of Web Trap. Do they all have mid to high amounts of Willpower? Dark Charm or Uncontrolled Power might need to be cut. Are they all squishy with 8-10 health? Blood Rage/Bloodlust are your friend. Are they using Nanok? Take the game and pack it away then... i kidd... a little. These all play a part of how you should build your deck. If they all have high awareness, then stay away from Saboteur cards that test Awareness. If they all have high health/armor, maybe going a straightforward route like Warlord where you want to beat down the heroes might not be your best bet.
Campaign: This one might not play such a big part, but its important (like you said) to plan ahead as an OL, look at the possible quests and think about what would work better. Do these quests play like a race? Then go Saboteur/Punisher. Are you protecting a specific monster from the heroes? Then Warlord/Punisher might be better.
Agent Deck: Some Agent decks are going to work better with a certain deck composition. If you're using Belthir, stick to Basic 1 and make little to no changes to it. If you're using Merrick, stick to Magus cards and try to have as many Magic cards in your deck as possible. Baron Zachareth works pretty well with Basic 2 + Saboteur.
For my campaign (first one with Agent decks) I decided to go with Belthir + Basic 1. It seems very straightforward and easy to play, just make sure you get Fight with Honor to save as much threat as possible. We just got done with the second quest and I already have 5 Agent cards available.
In my last campaign I used Infector deck with basic 1. Very versatile, kind of like Hexer/Champion for the OL.
In my current campaign, as the Overlord I took at hard look at the attributes of the various Heroes my players selected. One thing that was very evident to me was a general lack of Might. Our Berserker has a four in Might, but everybody else was a one or a two. Given that I decided I wanted Web Traps, which slanted me towards a saboteur.
Then we have a Thief, with high vision but poor stats in other areas. To help make their life miserable I worked towards Monkey and Uthuk Demon traps.
Given Webs, Pit Traps and Tripwires I have tried to slant the Quests chosen towards racing-style events. Players are rushing to complete something, and I trap the bejabbers out of them to slow everyone down. I also try to avoid straight fighting quests, because I don't have the raw beat-them-down power an Overlord might have with a Warlord configuration.
Currently playing with Eliza's plot deck and aiming for stalling tactics and maneuverability, so im looking at saboteur and punisher as my builds.
It really is so hard to recommend general overlord card decks, especially now that we have plot decks to further complicate the issue.
Your choice of overlord cards now not only needs to take into consideration the heroes that you are facing, it also needs to take into consideration which plot deck you are going to use. It can really get quite complicated and very deep !
In my latest campaign i chose a plot deck at random. I came up with lord merick farrow, who has am emphasis on magic cards (Magnus has the most magic cards). Yet the heroes i am playing against have a lack of strength, so saboteur event cards like web trap are important. So i am personally trying to strike a balance between having magic cards in my deck with having cards that play upon my groups low strength.
While this plot deck and the overlord cards i will want to play to play against the heroes attributes are slightly at odds with one another, i am confident i will be able to strike a balance.
This is a very very situational topic, what works for one overlord with 1 group of heroes will most certainly not always work for another group of heroes.

I am playing Merrick now with Magus for the same reason. I have found myself not using any of the Magic Card related perks however, so sometimes it doesn't even work out! Kobolds with Cabal can be deadly in conjunction with Swarm if you can add a surge with an Overlord Card like Dark Might
