No, the Modifications have to be different.

You cant equip more than one copy of the same modification, the royal guard card allows two different modifications, having two stealth modifications would imbalance the game as this would mean 5 or more defensive dice.

Kind of amazing how many people miss that restriction, honestly. It's a strangely common oversight.

I think at least in the PlT case it's because it's a Free Action, and the (ill)logic seems to be, that you can only preform 1 of the same Action per turn, but since this is a Free Action it doesn't count.

I can see how the dual actions can trip up new people. It's honestly not well placed in the book, being after all the action dicussion. And the free action section is easy to look at the beginning, go "Yeah, action outside of normal is free, got it" and miss the important no-duplicates bit tucked into the end.

But the "Two different modifications" is right there on the card. For some reason, a great many people seem to read right past the "different". It's enough to make me wonder if there's a cognitive or perceptual element to the layout of the text or the positioning of "different" being at the start of a new line. Or maybe we as players tend to not say "Modification Upgrade" - it's just modifications to us, so our brains compress "Modification upgrades" to "modifications" and miss that "different" is getting squashed in the middle like that little car between two semis they did on Mythbusters.
