I'm sure this question has been asked several times before, but in my tired stumbly searching I wasn't having much luck finding the answer. Sorry if I was blind!

When a card has a character's name in the title, such as "Ryus Hadoken" is that card specific to Ryu or is that title there simply for flavor?

If I recall correctly it's only anchored to certain characters when it specifically stats so in the text box.

no they are not limited to that character if it's in the name of the attack

however with the keywords Ryu Only, then it IS limited to Ryu. so yes you may have Chun-Li use Ryu's technique... just think of it as she's 'borrowing' that attack... lol
