I was arguing with some friends over a recent game, that during the Dominance phase my Winterfell Castle with it's +1 STR on all my Stark characters, applied. Does it? Or am I in the pooper? Thanks!

You are correct. All strength bonuses in play are still in place unless they have explicit limiting language.

EDIT: By limiting language, I mean anything from phase specific language or "while defending" - anything like that. As long as that location is in play and active, all Stark characters you control gain the bonus.

As a general rule, when something refers to a character's "STR," it means the current total STR, including all active, applicable modifiers (both positive and negative).

The only time you ignore STR modifiers is when you are told to look at the "printed STR" of the character

Can I just check re Captured Cog - I am assuming the +4 counts regardless of whether the location is standing or kneeling?

Captured Cog counts as 4 STR during the dominance phase.

Yes. If it only applied when standing, it would literally say, "counts as 4 STR while standing."
