There are two action phases in the plot phase. Can Citadel Law be used in both or only in the second?

I assume in both, but i'm some sort of irritated by the wording "new" plot card, in a way the plot from the round before, which would be overwritten if Citadel Law is used in the first player action phase, is not really "new" anymore.

I think in a rules context the word "new" is completely superfluous - or did i miss something?

This statement confuses me. The "new" plot referred to by the event is the one you reveal, not the one you replace/"overwrite". It doesn't matter how old the plot you are replacing is with the "new" one from the event. So you can play the event in the Plot phase pre- or post- framework reveal.

Actually, the word 'new' is there instead of the long form "choose and reveal a plot card from their plot deck." Without the word 'new' inferring that you might have players arguing they could choose a discarded plot or a plot from your deck. I still find this card's text pretty poor, but the 'new' does add meaningful context.

"Plot: Kneel a Maester character to choose a player. That player must choose and reveal a new plot card."

Pretty poor? Honestly, I don't see any ambiguity in this cards text and this is the first time I've heard of any confusion as to how this event card works.
